In the category of Best New Course, courses had to officially open during the 2003 golf season. To qualify, courses must also be 18 holes, at least 6000 yards off the white / men's tees, par 68 or higher, and open to the public (i.e. no membership requirements). Teeing It Up ONTARIO has made every effort to include all new courses in its survey.

The Seguin Valley G&CC opened last fall and immediately earned the praise of all who had an opportunity to experience this championship Muskoka layout. Selected as Best New Course (2003) by Teeing It Up ONTARIO, Seguin Valley courses across the rugged Canadian Shield and through heavily forested valleys, presenting scenic vistas on many holes.
